CHANDIGARH, 24 JUNE: आम आदमी पार्टी (AAP) ने चंडीगढ़ में केबल नेटवर्क, इंटरनेट ब्रॉडबैंड व टेलीकॉम सेवाएं उपलब्ध कराने वाली रिलायंस कम्युनिकेशन (JIO) व फास्टवे मीडिया केबल नेटवर्क (Fastway Media Cable Network) के खिलाफ मोर्चा खोलते हुए चंडीगढ़ में नगर निगम की दूरसंचार पॉलिसी की धज्जियां उड़ाने और सरकारी राजस्व को चूना लगाने का आरोप लगाया है। इस संबंध में आम आदमी पार्टी के चंडीगढ़ प्रदेश महासचिव संदीप दहिया ने चंडीगढ़ के प्रशासक एवं पंजाब के राज्यपाल बनवारीलाल पुरोहित, केंद्रीय गृह मंत्री अमित शाह, चंडीगढ़ के प्रशासक के सलाहकार धर्मपाल, चंडीगढ़ के गृह सचिव एवं वित्त सचिव, नगर निगम कमिश्नर, डीसी. नगर निगम के चीफ इंजीनियर व सभी पार्षदों को लिखित शिकायत भेजकर पूरे मामले की जांच कराने की मांग की है। साथ ही कहा है कि जांच पूरी होने से पहले JIO व Fastway Media Cable Network को चंडीगढ़ में किसी भी तरह की नई परमीशन जारी न की जाए।
संदीप दहिया ने स्पष्ट किया है कि यह शिकायत जनहित में है। इस शिकायत को दर्ज कराने में उनका कोई व्यक्तिगत हित या कोई व्यक्तिगत लाभ अथवा निजी मकसद या कोई अन्य परोक्ष कारण नहीं है। JIO एवं Fastway Media Cable Network के खिलाफ अलग-अलग दी गई शिकायत में नगर निगम की दूरसंचार पॉलिसी का उल्लंघन किए जाने के सिलसिले में जो आरोप लगाए गए हैं, वो लगभग एक जैसे हैं, क्योंकि दोनों कंपनियों का कामकाज भी एक जैसा है। AAP नेता संदीप दहिया का कहना है कि JIO एवं Fastway Media Cable Network दोनों कंपनियां चंडीगढ़ में कई वर्षों से अवैध रूप से काम कर रही हैं। नगर निगम को इनसे भारी वित्तीय नुकसान उठाना पड़ रहा है लेकिन संबंधित विभाग के अधिकारियों ने कभी इस पर ध्यान देने की कोशिश नहीं की। दहिया का कहना है कि यह बहुत ही गंभीर मामला है। दोनों कंपनियां चंडीगढ़ नगर निगम को करोड़ों रुपए का चूना लगा चुकी हैं और लगा रही हैं। फिर भी नगर निगम प्रशासन पर इस पर आंखें मूंदकर बैठा है।

Most respectfully it is stated that the present complaint is in the nature of Public Interest. I do not have any personal interest or any personal gain or private motive or any other oblique reason in filing this complaint.
There were many new policies formed in 2010 regarding the Telecommunications such as Broadband/Cable Network. As per the policy the underground ducting was only allowed upto 120Mm Diameter, one duct is slightly more than 40 Diameter, hence only 2 Ducts should be allowed. It is pertinent to mention herein that Broadband/Cable Networks i.e., Reliance Communications (JIO) have illegally installed ducts which amounts to more than 120 Mm Diameter. It is further stated that they have not even paid the amount fixed for the 3rd or 4thDuct. The said issue is not new and the officers of concerned department have never even bothered to check the illegal ducts.
It was clearly stated in the policy that after every 5 years a new BT Bill would be provided by the corporation to the Broadband Networks after paying a fixed amount of fees. I have reasons to believe and it is matter of inquiry that all the Broadband /Cable Networks i.e., Reliance Communications (JIO) haven’t paid the fees for the BT Bill. If paid update only then they will be allowed for new work.
From these illegal activities Chandigarh Corporation is facing huge financial loss. Hence It would be my humble request to kindly look into the matter as soon as possible. Also kindly order for a proper inquiry to check every aspect in detail.
IT IS FURTHER REQUESTED TO NOT TO GRANT ANY FURTHER PERMISSION TO RELIANCE COMMUNICATIONS (JIO) BEFORE INQUIRING ABOUT THE SAID COMPLAINT.

As per policy of Chandigarh Corporation, the wiring of Cable Network should be strictly underground, whereas, Fastway Media Cable Network have total wiring spread across Chandigarh in hundreds of Kms, mostly underground and in some area overhead also. It is further imperative to mention herein that as per my knowledge from last 15 years they have not even paid for the underground and overhead wiring which they have installed. Almost all operators of Fastway Media Cable Network are having illegal wiring which are spread in different colonies, Villages and Sectors.
As per the policy the underground ducting was only allowed upto 120Mm Diameter, one duct is little more than 40 Diameter, hence only 2 Ducts should be allowed. It is pertinent to mention herein that Fastway Media Cable Network with the help of Reliance Communications (JIO), have illegally installed ducts which amounts to more than 120 Mm Diameter. It is further stated that they have not even paid the amount fixed for the Ducts.
For every connection Rs. 300-500 is collected from the customer, Rs. 180- 300 is taken by Fastway Media Cable Network and rest goes to the operators. Even after taking Rs. 180-300 per customer, they are not paying the fees/rent allocated by the corporation, only their operators are paying.
At the end I would like to point out that Fastway Media Cable Network have been illegally doing business from past 15 years and because of these illegal activities Municipal Corporation is facing huge financial loss and no employee of the concerned department have cared enough to look into the matter.
Hence it would be my humble request to kindly order for a proper inquiry to check every aspect in detail.
