CHANDIGARH: चंडीगढ़ प्रदेश कांग्रेस में मौजूदा अध्यक्ष सुभाष चावला व पूर्व अध्यक्ष प्रदीप छाबड़ा के बीच शुरू हुआ शीतयुद्ध एक दिन पहले कांग्रेस बनाम छाबड़ा में बदलकर आज प्रदीप छाबड़ा के इस्तीफे के साथ खत्म हो गया। छाबड़ा ने पार्टी के सभी पदों के साथ पार्टी की प्राथमिक सदस्यता से भी त्याग पत्र दे दिया है। इससे भले ही कांग्रेस में एक गुटीय लड़ाई का अंत हो गया लेकिन अब पार्टी से बाहर शहर की सियासत में कांग्रेस के सामने एक नया मोर्चा खुलना तय हो गया है। फिलहाल, चंडीगढ़ की सियासत में छाबड़ा का इस्तीफा और इस इस्तीफे में कही गई बातों को लेकर माहौल गर्म है।
पिछले करीब 35 साल से कांग्रेस में सक्रिय रहे प्रदीप छाबड़ा ने कांग्रेस से इस्तीफे की घोषणा आज सुबह-सुबह सोशल मीडिया पर की थी लेकिन उन्होंने पार्टी की राष्ट्रीय अध्यक्ष श्रीमती सोनिया गांधी को अपना इस्तीफा दोपहर करीब साढ़े तीन बजे भेजा है। इसमें उन्होंने सीधे-सीधे पूर्व केंद्रीय मंत्री एवं कांग्रेस के राष्ट्रीय कोषाध्यक्ष पवन कुमार बंसल को निशाने पर लिया है। उन्होंने स्पष्ट शब्दों में कहा है कि उन्हें हमेशा पार्टी में कठपुतली की तरह इस्तेमाल किया गया, जिसका कंट्रोल पूर्व केंद्रीय मंत्री पवन कुमार बंसल के हाथ में था। छाबड़ा ने पवन बंसल पर चंडीगढ़ में कांग्रेस को अपनी प्राइवेट लिमिटेड कंपनी बना देने तथा तानाशाह का रवैया रखने का आरोप लगाया है।
प्रदीप छाबड़ा ने अपने त्याग पत्र में श्रीमती सोनिया गांधी को यह भी बताया है कि वर्ष 2013 में पवन कुमार बंसल के रेल मंत्री रहते हुए रेलवे रिश्वत कांड में पवन बंसल के शामिल होने के कारण किस तरह कांग्रेस को चंडीगढ़ से लेकर राष्ट्रीय स्तर तक अपमान का सामना करना पड़ा। छाबड़ा ने कहा है कि पवन कुमार बंसल के इस शर्मनाक रेलवे रिश्वतकांड के कारण ही चंडीगढ़ में 2014 से कांग्रेस लोकसभा, नगर निगम, यहां तक कि पंचायत चुनाव तक में लगातार हार का सामना कर रही है लेकिन पवन कुमार बंसल ने कभी इसकी जिम्मेदारी नहीं ली। छाबड़ा ने त्याग पत्र में खुद को चंडीगढ़ प्रदेश कांग्रेस अध्यक्ष बनाए जाने से लेकर हटाए जाने तक तथा उसके बाद उनके सामने बने हालात का भी विस्तार से जिक्र किया है। हम यहां चंडीगढ़ प्रदेश कांग्रेस के पूर्व अध्यक्ष प्रदीप छाबड़ा द्वारा श्रीमती सोनिया गांधी को भेजे गए इस्तीफे को हू-ब-हू प्रकाशित कर रहे हैं। पढ़िए… ?

Resignation from all post and the primary membership of Indian National Congress.
Respected Madam,
Most Respectfully it is stated that, Effective Immediately, I, Pardeep Chhabra, Former CTCC President, hereby tender my resignation from the primary membership of Indian National Congress.
I had joined INC as a member of NSUI in Chandigarh 35 years back as I believed in the ideology of the party and the vision of inclusive, liberal and progressive politics of Indian National Congress. I had served for the people of Chandigarh as Councilor for 15 years, Senior Deputy Mayor of Chandigarh and Mayor of Chandigarh.
In these last 35 years, the party has given me various platforms to learn and grow in political/public space at the same time I have tried to fulfil all the responsibility assigned to me with more than 100% dedication, passion and commitment in these past years of my association with the party and also represent party at various forums when it was at the lowest ebb. I have never asked, sought rewards or returns for myself in the hope that the party will respect my contributions.
In the last few years certain things have convinced me that neither my services are valued nor I was getting the respect that every individual deserves. I was being treated as a puppet who was controlled by Sh. Pawan Kumar Bansal. I had no other option but to take this step which I hadn’t imagine even in my dreams because of the dictatorship attitude of Sh. Pawan Kumar Bansal. After the involvement of Sh. Pawan Bansal in The 2013 Railway bribery Scam, the party had gone into coma. Every single worker of not only Chandigarh Congress but also Indian National Congress had to face the humiliation after this shameful incident. It is pertinent to mention here that when our own Congress workers were protesting against Sh. Pawan Bansal, I had his back and not only I fought with the opposition but also was trying to keep the party united. Because of this Shameful incident, we had to face such a huge loss in the Lok Sabha Elections 2014 that the Congress Party had not seen in Chandigarh from past 20 years. No other party worker but only Sh. Pawan Bansal is accountable for the 2014 loss. When in 2015 I was appointed as President of Chandigarh Territorial Congress Committee, I had to face many challenges. Every worker of Chandigarh Congress had lost the enthusiasm. I had a huge responsibility to rebuild the party in Chandigarh. For the past six years in the capacity of CTCC President, have always worked with great vigor and vitality keeping ahead the principals and values of the Congress Party and have also tried to take this message to the common man. I am Dissatisfied and Disappointed with the way that I have been treated by Sh. Pawan Bansal from past so many years. I also took the 2016 Municipal Corporation Loss on my shoulder and had resigned from the post of CTCC President but the same was not accepted by you. After the loss of 2016 Municipal Corporation elections, our own party workers raised the demand for ‘Pawan Kumar Bansal Mukt’. Sh. Pawan Bansal has been running the party like a private company and obliging only people close to them which is the main reason for the loss of 2019 Lok Sabha Elections. Since The 2013 Railway bribery Scam we have lost all the elections in Chandigarh which includes Municipal Corporation Elections, Lok Sabha Elections, Block President Elections and Gram Panchayat Elections. When in 2020, I had started a Rasaoi by the slogan of Congress ki Rasaoi, Bhukha Soye Na Koi, for helping people who were suffering due to the Covid-19 pandemic and consequent nation-wide lockdown. Instead of being happy that I was helping the needy people of Chandigarh by providing them food, Sh. Pawan Bansal was angry with me. Keeping this ego within him, I was removed from the post of President CTCC without any intimation. I was happy with the change in the leadership but I wasn’t happy with the way it had happened. Since the change in the leadership, Sh. Pawan Bansal and current CTCC President Sh. Subhash Chawla had sideline me from all the meeting of Chandigarh Congress. When I asked Mr. Subhash Chawla why I wasn’t being called for the meetings, he replied that first I had to apologize to Sh. Pawan Bansal for my behavior and if he gives his consent only then I would be called for the meetings. I have only one question:
WHAT IS MY MISTAKE?
I had helped the people of my state for past 35 years, Is this my Mistake?
I had devoted my time, my life for Congress, Is this my Mistake?
Lastly Madam I would like to tell you the ground reality of Chandigarh Congress, CONGRESS IS DYING. No one is happy with Sh. Pawan Bansal’s leadership and if Sh. Pawan Bansal continues to run the party like his private limited company and treats everyone like puppets, Congress will collapse in Chandigarh like a pack of cards.
I would also like to state here that before taking such a huge decision of leaving the party which I have been working for almost my entire life. I did want to seek opinion of my Seniors & for the purpose, I repeatedly wrote via E-mail to Sh. Rahul Gandhi Ji, Sh. Venugopal Ji, to the party incharge Sh. Harish Rawat Ji and also to your good self but unfortunately got no response from anyone which ultimately forced me to take this huge step.
While my aim and purpose remain the same as it has always been from the very beginning, to serve the people of my state and country. I believe that I am unable to do this anymore within this party.
I would like to thank you for providing me this opportunity to serve the people of my nation but now I feel suffocated here because of the above-mentioned reasons.
My respect towards You, Sh. Rahul Gandhi and every Party worker will remain the same.

आज सुबह-सुबह सोशल मीडिया पर प्रदीप छाबड़ा ने इस तरह की थी इस्तीफे की घोषणा ?

आज सभी को मेरा आखिरी पत्र।
मिस्टर चावला में डर गया
कल जो कांग्रेस भवन में हुआ। मेरे प्रति शेम शेम के नारे लगवाये गए। यह दिन कांग्रेस के इतिहास में काले अक्षरों में लिखा जाएगा।
मुझ पर निजी टिप्पणियाँ की गई
मेरे परिवार के एक बच्चे को लेकर जिस तरह राजनीतिक स्तर को गिराया गया। वह कभी नही भूलूंगा।
देखा है कि सावन के महीने में बारिश होती है। लेकिन पहली बार कल चंडीगढ़ कांग्रेस भवन झूठ की बारिश हुई।
कुछ लोगो जो झूठ बोल रहे थे उनको उस बारिश में शर्म से डूब कर मर जाना चाहिए।
जिन को कांग्रेस में ले कर आया। इज्जत मां व सम्मान दिया उन्होंने बोलते बोलते बड़े नेता को खुश करने के लिए मेरे ख़िलाफ़ झूठ पर झूठ बोला।
जिन को पदाधिकारी बनाया। 2016 में नगर निगम की टिकट दी। आज झूठ बोल कर बड़े नेता के जूते तक साफ़ करने को तैयार थे।
दोगले चेहरे इस बात पर खुश थे। कि उसीने सब से ज्यादा झूठ बोल कर बड़े नेता को खुश किया।
उन में ऐसे लोग भी थे जो अपनी कौम के भी नही हुए।
साथियों हर इन्सान के साथ पार्टी में एक दिन यही होगा कांग्रेस के बड़े नेता के रहते हुए।
बड़े नेता जी की भाषा कितनी सभ्य है यह भी साथ भेज रहा हू।
जो लोग जूत्ते मारने की बातें कर रहे थे। वह इसी चंडीगढ़ में अपनी हरकतों की वजह से जूते खा चुके हैं। उनको मेरा मैसेज है
कि चैलेंज कबूल है उस गुण्डागर्दी के खिलाफ जो वो करना चाहे। हम तैयार है।
हर नेता का एक एक रिकॉर्ड मौजूद है। बूथ किस ने लिए। फाडिया कौंन लगवाता था।
न खुलवाओ मेरा मुह।
अध्य्क्ष ने तो ड्रामेबाजी व झूठ का अंत कर दिया।
चमचागिरी करते करते यह तक पहुंच गया की जो बड़े नेता की हाजिरी नही भरेगा उस के लिए कांग्रेस में कुछ नही है।
और मेरे बारे में कहा कि हां उन्होने कहा था कि प्रदीप छाबड़ा पहले पवन बंसल के घर जाओ फिर मीटिंग में बुलाऊँगा।
अब झूठ सच का फैसला करे…
कल चावला ने झूठ बोल कर सहानुभूति लेने के लिए अपने पोते(grand son) का नाम लिया। अगर सचे है तो प्रूफ करे।
चावला के बेटे को सिवाय करोना में हाल पूछने के इलावा कोई फ़ोन नही किया
चावला का हाल पूछ कर कोई गुनाह किया मैंने।
मेरे बारे में कहा गया कि मै शहर में मुह दिखाने लायक नही रहुगा अगर चावला की जुबान खुल गयी ।
बोलो मिस्टर चावला…
?ऐसा जवाब दूँगा की आप की सात पीढ़ियां याद रखी जायेगी ।ऐसा पुलिंदा खोलूँगा

मैं झूठ नहीं बोलता आप की तरह…
और बाकी कठपुतलियों याद रखना काले चिट्ठे सब के गूगल पर है।मुझे कुछ नही करना पड़ेगा।

क्योंकि मेरी मेहनत,वफ़ादारी,इंसांसियत व ईमानदारी का जवाब मुझे मिल गया।

कल जो छोटे भाई बड़े भाई की बातें कर रहे थे। वो आप का चेहरा असलियत बता रहा था
मैंने वक्त से पुछा . . .
